after receiving a license from the Central Food Research Institute and starting the production of feed if the inspection by the Central Food Research Institute does not comply with the conditions mentioned in the plan or if the produced feed is not of the prescribed quality according to the Act. Until the system and quality are improved according to that condition, the relevant local authority can ban the production of grain products on the recommendation of the Central Food Research Institute.
